| NCPAPA Signs-on to Support the School Principal Recruitment and Training Act of 2001 |
The North Carolina Principals & Assistant Principals’ Association signs-on with national and state associations to support the federal School Principal Recruitment and Training Act of 2009.
The School Principal Recruitment and Training Act would create a competitive grant program to recruit, support, and prepare principals to improve student academic achievement in high-need schools. It would create one-year residencies to train aspiring principals on instructional leadership, organizational management, and the use of data to inform instruction, and would provide ongoing support and professional development for at least two years after the aspiring principals complete the residency and commence work as school leaders.
The School Principal Recruitment and Training Act would also provide mentoring and professional development to current principals to strengthen their capacity to engage in effective instructional practices and the use of a variety of data for the purposes of instruction, supervision, evaluation, and development of teachers and highly effective school organizations.
Participants would sign an agreement to serve for at least four years in a high-need school after they have been qualified and placed in the principalship (if they are not already a practicing principal), and to work towards substantially increasing student academic achievement in the schools they will lead within approximately three to six years of their becoming principals.
To carry out these activities, districts could form partnerships with nonprofit organizations or institutions of higher education to recruit, select, train, and support aspiring or current principals with track records of transforming student learning and outcomes and preparing these principals to lead the highest-need schools, which include schools where 40% or more of their students are eligible for free and reduced-price meals, high schools with a graduation rate of 65% or less and their feeder middle level schools, as well as schools that are eligible to receive aid under the Rural Education Achievement Program.
The School Principal Recruitment and Training Act would authorize the development of a high-quality evaluation and information clearinghouse to facilitate a sharing of best practices and inform the recruitment, selection, training, and ongoing development of principals for high-need schools, including the development of standards and definitions of principal effectiveness.

Kimberly Andrews Named North Carolina's
Assistant Principal of the Year |

Kimberly Andrews, Assistant Principal at David W. Butler High School in Charlotte, NC, has been named the North Carolina Assistant Principal of the Year by the North Carolina Principals and Assistant Principals Association (NCPAPA). Now designated a state winner by NCPAPA, Andrews is eligible in consideration to be the 2010 NASSP/Virco National Assistant Principal of the Year.
The National Association of Secondary School Principals (NASSP) and Virco Inc. come together annually to honor a winner from each of the 50 states, the District of Columbia, and the Department of Defense Education Activity (DoDEA) schools. From this pool of outstanding administrators, three national finalists will be named in February. From those finalists one national winner will be chosen at NASSP’s national convention on March 13, 2010, in Phoenix, Arizona. The National finalists each receive a grant of $1,500 and the National winner receives a grant of $5,000.
As an assistant principal, Andrews has proven success in involving the local community in the life of the school, astute awareness of current and emerging issues, and passion in improving the school’s learning environment.

All state winners, including Andrews, will be honored at a three-day event in Washington, DC, April 21–24, 2010. Event highlights feature a national speaker, visits to Capitol Hill to meet with legislators, and networking with some of the best assistant principals across the nation. The event culminates with a black-tie gala to recognize the achievements of each of the state honorees, the national finalists, and the national winner.

The MetLife/National Association of Secondary
School Principals (NASSP) National Principal
of the Year award program annually recognizes
outstanding leaders who have succeeded in providing
high-quality learning for students. These principals
are acknowledged by their peers for the exemplary
contributions they have made to the profession.
The program honors school principals who have
demonstrated personal excellence, collaborative
leadership, outstanding curriculum, instruction
and assessment and positive personalization
for his or her school.

the United States’ outstanding secondary
school principals. The principals who receive
this honor are the best from across the country,
each one making his or her school an excellent
example and model for others. Their continuing
dedication and hard work ensure that their students
are successful in school and in life, and for

or high school principal and a member of both

All applications must be received by the NCPAPA
office by April 2, 2010, and NCPAPA will select
our state finalist by April 30th.
NASSP and MetLife will honor all state principals
of the year at the Principal’s Institute
in October, 2010. This event salutes principals
and serves as a forum to share their experiences
and expertise with each other, with national
leaders in education, and with legislators in
Washington, DC. The national honorees and finalist
will be honored guest at the NASSP Convention
in San Francisco, CA, February 25-27, 2011.
The six selected national finalist for the 2011
award each will receive a $1,500 grant. The
2011 MetLife/NASSP National Principal of the
Year (one middle level and one high school)
will receive and additional $3,500 grand brining
the total award to $5,000. All grants may only
be used to improve learning at the school.
