National Leaders' Conference
Washington DC, July 15-18
Secretary Duncan Addresses 450 Principals
Secretary of Education Arne Duncan addressed the NAESP-NASSP National Leaders’ Conference (NLC), stating that school reform cannot happen without strong principals. In his remarks, Secretary Duncan highlighted President Obama’s priorities for education, including expanding the access and quality of early childhood education opportunities, improving state standards and data systems, identifying and rewarding quality teachers and principals, and turning around the lowest performing schools.

His presentation included a question and answer session, during which he invited principals to ask questions about their biggest concerns, further underscoring his commitment to listening to practicing educators about the most vital issues facing schools. In response to a question about the need for embedded, quality professional development for principals, Duncan indicated that training is only part of the solution. He stressed the need for a “pipeline” of quality principals at all levels of education and indicated President Obama’s interest in putting good principals in the nation’s neediest schools to ensure success.

Principals on Capitol Hill
Elementary, middle, and high school principals from across the country traveled to Capitol Hill to meet with both elected leaders and key committee staffers to address vital and emerging school issues. Discussion topics included principal professional development, early childhood education, middle and high school reform, and federal education funding.

While on Capitol Hill, principals called on Congress to provide principals with a dedicated stream of funds for recruitment and training efforts in Title II of the Elementary and Secondary Education Act (ESEA). Currently, only three percent of Title II funds are spent on principals. At a time when school reform efforts are raising the stakes for administrators at all levels, Congress must provide principals with access to the training and supports they need to raise and sustain student achievement. NAESP is asking Congress to provide at least $100 million for principals in Title II as part of the ESEA reauthorization.
